MOM tops up $8 million dollars to manage workplace risks

SINGAPORE: The Manpower Ministry (MOM) will be pouring an extra S$8 million into a fund to help small- and medium-sized enterprises (SMEs) manage risks at the workplace.

The announcement came in the wake of higher fatal accidents involving lifting equipment, especially in the construction sector.

This accounted for 56 percent of all workplace fatalities between 2002 and 2006.

Speaking at a workplace safety seminar, Senior Parliamentary Secretary Hawazi Daipi said that seven people have already died in accidents involving lifting equipment this year.

He noted that many of these incidents were caused by a lack of trained personnel, use of unsafe rigging and weak management of human traffic at the site.

That is why MOM is putting in more money to help another 2,300 SMEs – three times more than the number which have benefited from the “Risk Management Assistance Fund” since April 2006 – manage risks at the workplace.

The top-up will be spread over the next four years – S$2 million each year till March 2011.

MOM also said it is reducing its share of co-payment for related programmes by more than half from S$7,500 to S$3,500.

Mr Hawazi said this is because initiating workplace risk management projects are not as costly as previously expected, especially when several SMEs group together to organise training events.

Confined space is a term from labor-safety regulations that refers to an area whose cramped conditions make it dangerous. A confined space is any space: 1) that has limited or restricted means of entry or exit; 2) is large enough for a person to enter to perform tasks, and 3) is not designed or configured for continuous occupancy. ^[1] Confined spaces present special hazards to workers, including risks of toxic gas accumulation, fires, falls, flooding, and entrapment. A utility tunnel, the inside of a boiler (only accessible when the boiler is off), the inside of a fluid storage tank, and a small underground electrical vault could all be classified as confined spaces. Special labor regulations typically apply to confined spaces — employees are typically required to undergo special registration procedures to enter one, and are often required to wear special safety gear (respirators, helmets, etc.) depending on the hazards within. In the U.S., the Occupational Safety and Health Administration makes regulations with respect to confined spaces.

A subset of confined spaces are permit required confined spaces which are particularly hazardous due to one or more of the following:

Contains or has the potential to contain a hazardous atmosphere
Contains a material that has the potential for engulfing the entrant
Has an internal configuration that might cause an entrant to be trapped or asphyxiated by inwardly converging walls or by a floor that slopes downward and tapers to a smaller cross section
Contains any other recognized serious safety or health hazards.

General Definition of Risk Analysis

Risk analysis is the science of risks and their probability and evaluation.

The term cindynics (from the Greek kindunos, “danger”) has been proposed for this field. This term is used in France, but has not been widely adopted in the English-speaking world.

Probabilistic risk assessment is the analysis strategy usually employed in science and engineering.
As part of the risk management process risk analysis for each project should be performed. The data of which would be based on risk discussion workshops to identify potential issues and risks ahead of time before these were to pose cost and/ or schedule negative impacts.

The risk workshops should be chaired by a small group ideally between 6 to 10 individuals from the various departmental functions (e.g. project manager, construction manager, site superintendent, and representatives from operations, procurement, project controls, etc.) so as to cover every risk element from different perspectives.

The outcome of the risk analysis would be the creation/ review of the risk register to identify and quantify risk elements to the project and their potential impact.

Given that risk management is a continuous and iterative process, the risk workshop members would regroup on at regular intervals and project milestones to review the risk register mitigation plans, make changes to it as appropriate and following those changes re-run the risk model. By constantly monitoring risks these can be successfully mitigated resulting in a cost and schedule savings with a positive impact on the project.

Scaffolding accident at Vivocity building site, injuring 3 workers

SINGAPORE : Three workers sustained minor injuries and were sent to the hospital after a 23-metre scaffolding at Vivocity construction site collapsed suddenly around 9.30pm on Thursday.

The contractor Penta Ocean said 11 workers were there when the scaffolding gave way.

All were wearing harnesses and the three who were hurt fell from some 8 metres.

The rest of the workers managed to crawl out to safety.

Civil Defence officers called off the operation over an hour later when all the workers were accounted for.

It is believed those injured were spraying mortar on the facade of the building to construct a feature wall due to be completed in 10 days.

The scaffolding, made of galvanised steel, had been put up some two months ago.

Vivocity touted as Singapore’s largest shopping mall is scheduled to open later this year and it is unclear when construction work can start again after this incident.

Shae Hung Yee, Vice President, Corporate Communications, Mapletree Investments, said: “At this point we don’t know what the impact will be. MOM (Manpower Ministry) has to investigate but hopefully it won’t impact us that much but we have to let investigation take place and then find out from them.”
